Man indicted, charged with rape of child

WILMINGTON — A Fairborn man has been charged with the rape of a Blanchester child, according to Blanchester Police Chief Scott Reinbolt. He said Kevin Mullins, 21, was indicted by a Clinton County grand jury on two counts of rape of a child less than 13 years of age and one count of unlawful sexual conduct with a minor.

In January the Blanchester Police Department received a phone call from Clinton County Children Services indicating a 14-year-old Blanchester child had reported being sexually assaulted by someone known to the child, Reinbolt said. An investigation was opened and was assigned to BPD Cpl. James Beckelhymer.

Cpl. Beckelhymer worked jointly with Investigator Matt Hagee of Children Services and tracked down the suspect at a residence in Fairborn, Reinbolt said.

“Mullins was interviewed and the case was sent to Clinton County Prosecuting Attorney Richard Moyer for his review,” Reinbolt said. “The evidence gathered indicates the offenses occurred between February of 2012 and September of 2014.”

He said the indictment states that Mullins was 17 years old at the time of the first alleged rape, 18 years old at the time of the second alleged rape, and 18 years old at the time of the alleged unlawful sexual conduct with a minor offense.

All are felony offenses and Mullins will answer them in the Clinton County Court of Common Pleas.
