Rape indictments against two non-resident men allege that victims were juveniles

WILMINGTON — Two out-of-county men were indicted on unrelated charges of rape by a recent session of a Clinton County Grand Jury.

Christopher J. Howell, 33, of Springfield, was indicted on a charge of rape, two counts of sexual battery, unlawful sexual conduct with a minor, and gross sexual imposition. Four of those five charges claim the victim was younger than 13 at the time of the alleged activity.

Donovan R. Luckett, 29, of Xenia, was indicted on a charge of rape, and gross sexual imposition. Both charges claim the victim was younger than 13 at the time of the alleged activity.

The names, ages, residences, and charges of other people recently indicted by the local grand jury are provided below. The alleged criminal activities all reportedly occurred in Clinton County.

• Troy A. Henry, 43, of Wilmington, was indicted with two counts of operating a vehicle under the influence of drugs or alcohol.

• Timothy M. Vogel, 27, of Fayetteville, was indicted with felonious assault.

• Brittany N. Dunaway, 26, with an at-large address, was indicted with perjury.

• Tanya Nicole Howard, 35, of Wilmington, was indicted with corrupting another with drugs, illegal conveyance of weapons or prohibited items onto the grounds of a detention facility or institution, and aggravated trafficking in drugs.

• Kyle D. Huston, 24, of Martinsville, was indicted with two counts of receiving stolen property, and one count having a weapon while under disability.

• Elizabeth R. Meyer, 22, of Blanchester, was indicted with theft.

• Jamie L. Mountjoy, 32, of Wilmington, was indicted with operating a vehicle under the influence of drugs or alcohol, and failing to comply with an order or signal of a police officer.

• Andrew S. Hill, 34, of Wilmington, was indicted with failing to comply with an order or signal of a police officer, and tampering with evidence.

• Alexander C. Jackson, 35, with an at-large address, was indicted with burglary, and petty theft.

• Stacy R. Fairchild, 41, of Xenia, was indicted with possessing heroin, possessing cocaine, and aggravated possession of drugs.

• Jacob Gideon Juilfs, 26, of Wilmington, was indicted with possessing drugs.

• Timothy Ray Baker, 50, of Clarksville, was indicted with aggravated possession of drugs.

• Donald T. Holt, 53, of Hillsboro, was indicted with illegal manufacture of drugs, illegal assembly or possession of chemicals for the manufacture of drugs, and possessing criminal tools.

• Jillian A. McCarty, 26, of Hillsboro, was indicted with possessing cocaine.

• Timothy L. Askins, 48, of Cincinnati, was indicted with forgery, and receiving stolen property.

• Naomi J. Blair, 27, of Greenfield, was indicted with possessing heroin, and possessing drug abuse instruments.

• Jacquan M. Sims, 23, of Dayton, was indicted with failing to comply with an order or signal of a police officer.

• Cody Lee Gilbert, 23, of Wilmington, was indicted with tampering with evidence.

• Matthew R. Woodruff, 31, of Wilmington, was indicted with two counts of receiving stolen property, and two counts of petty theft.

• Rhonda K. Shultz, 49, of Wilmington, was indicted with aggravated possession of drugs.

• Billie Jo Wilson, 36, of New Vienna, was indicted with possessing drugs.

• Eddie J. Williams, 40, of Clarksville, was indicted with possessing heroin, and possessing drug abuse instruments.

• Leeann Williams, 39, of Clarksville, was indicted with possessing heroin, and possessing drug abuse instruments.

• Samantha J. Bobbitt, 21, of Blanchester, was indicted with aggravated possession of drugs.

• Kristina Hope Snider, 39, of Blanchester, was indicted with aggravated possession of drugs.
