Clinton County Community Action’s statistical impact for 2022

The purpose of Clinton County Community Action Program, Inc. is to provide services to its clients to work toward self-sufficiency, while expanding resources to improve the lives of residents in the communities they serve. In 2022 Clinton County Community Action assisted individuals in the county with multiple services.

According to a press release:

– The agency manages four senior housing projects – Blanchester Senior Villas, located on Madalyn Loftin Drive in Blanchester; Clinton Commons I, located on Commons Lane in Wilmington; Clinton Commons II, located on Jeanie Wilson Way, located in Wilmington; and Community Commons on Community Drive, also located in Wilmington. In addition, the agency manages two family housing projects – Clinton Glen, located off Thorne Avenue, and Wilmington Apartments located on Howard Street — both complexes are in Wilmington. The properties combined consist of 262 apartments. In 2022 housing was provided to 374 individuals. The complexes are tax credit funded, which is housing for individuals who make too much for subsidized housing but not enough for market rate housing.

– The food pantry served 531 boxes, assisting 1,021 individuals with food valuing $91,240.

– 100 tablets were distributed to families and senior citizens.

– 150 Personal Care/Cleaning Boxes were distributed to the community.

– 34 gas cards were distributed to assist clients with medical transportation for appointments outside of Clinton County.

– The Home Weatherization Assistance Program (HWAP) weatherized 70 dwellings with an average value of over $6,056.33 materials installed.

– The Home Delivered Meals program delivered 32,504 meals across Clinton County, while 3,139 meals were served to senior participants in the Congregate Meals program. In addition, 4,008 passport meals were delivered.

– 707 rides were provided to seniors for a variety of needs such as medical appointments and grocery shopping.

– Other senior assistance programs include: 25 households received monthly food boxes providing food assistance to 35 individuals, and 405 seniors were assisted with Supportive Services such as Medicare Part D/Medicaid applications and assisting with bill payments.

– The Aging Up Senior Center provided a facility for individuals 55-plus a place to socialize, exercise and participate in activities which in turn assists in improving their overall health.

– Through donations and grants, a beautiful garden space was developed for seniors to obtain fresh fruit and vegetables. There were 20 garden spaces developed with seniors developing and working their lots and sharing with their neighbors. Four garden beds were added at two daycare facilities to enable the children to learn the value of fresh food.

– Cleaning services were provided through the Homemaking Program to 142 different clients.

– Head Start has 85 federally-funded slots. In 2022 it served a total of 103 children, turning over only 18 children during the school year and serving 95 families. Of these children 68 were below the federal poverty guidelines, 12 were homeless, 17 had a documented disability and were on an IEP, 10 were foster or kinship care children (children being raised by individuals who are not their biological parents.) Approximately 93% of the children left the program with up to date physicals and immunizations. Approximately 92% had a dental screening. All children attend all day, seven hour a day programming, Monday – Friday.

– In 2021, Clinton County Community Action purchased the former Wilmington Childcare and Learning Center to provide needed childcare services for Clinton County. The Early Learning Center had a number of first year growth struggles. During the first year, the ELC serviced 100 children.

– 3,025 applications were completed to assist families with their heating and cooling bills through the Home Energy Assistance Program (HEAP), Percentage of Income Payment Plan (PIPP), Winter Crisis Program (WCP), and Summer Crisis Program (SCP).

– At the end of 2022, the CARS Program had five current loans for a total amount of $25,253 with an outstanding balance of $9,778.80. During 2022 one individual was able to pay off their vehicle and obtain the title. The CARS Program assisted 17 households with vehicle repairs totaling $6,817.97.

– In 2022, the Mobile Mammogram Unit saw 34 individuals.

– Rental/homeowner assistance was provided through three separate programs: UAP funds provided assistance to homeowner 116 households with homeowners insurance, taxes and utilities with total assistance of $232,311 provided; CAA-HRG funds provided assistance to 617 households with rental arrears and utilities with a total assistance of $885,307. ARPA-HRG funds provided assistance to 38 households assisting with rental arears with total assistance of $42,807

– Winter coats were provided to 78 children.

– Shoes were provided to 75 children.

– Christmas gifts, through donations from local churches and businesses were provided to 110 children.

– Christmas stockings were provided to 20 senior citizens.
