Subdivision roadwork incomplete

WILMINGTON — A subdivision that sits between Blanchester and Clarksville where developers didn’t complete roadwork was the subject of two formal agenda items Monday for Clinton County Commissioners.

Developers of the Kensington Park Subdivision Phase 1 project went bankrupt after a number of homes were built and they did not finish the subdivision’s roadwork, said Clinton County Commissioner Kerry R. Steed. Left undone was a layer of asphalt on the streets plus ditch work, he added.

Due to time delays from the bankruptcy and legal processes, a surety bond that’s meant to financially cover issues that prevent completion of development projects ended up not being enough to pay for the entire Kensington Park Subdivision, Steed said Monday.

The entire amount of the bond was utilized to do the remaining work, but a couple residences are beyond where the bond funds could cover the remaining work, so people in those residences live in a part of the subdivision where there is still work undone, according to the commissioner.

There are about 14 homes in the subdivision, which is in Vernon Township off State Route 133 and near Warren County, said Steed.

There is no cost to Clinton County’s general fund resulting from the issues in the residential development project, said Steed and Clinton County Commissioner Patrick Haley. The third county commissioner, Mike Curry, is on vacation this week.

Commissioners approved an official transfer of maintenance responsibilities for the completed portions of the subdivision streets to the Vernon Township Board of Trustees.

On another matter, county commissioners gave permission for an emergency medical helicopter to land on the courthouse employee parking lot in conjunction with the Wilmington Fire Department’s 175th anniversary celebration on Saturday, Oct. 10.
